According to the result of the Bac II in Cambodia on 29 (in Phonm Penh and Kandal province) and 30 (All Provinces) August 2014 states that Bac II candidates have passed over 25%, which means that over 74% have failed. Due to this result, it reflects that all most Bac II candidate have no enough capacity to complete the requirement (not median) of Bac II which is restricted by Ministry of Education, Youth and Sport. In this situation, founder discovers that the Ministry had just strengthened 1/3 of qualified education segments. The three Qualified Education factors that produce the human resource are "Strengthening the regulation of exam, Limited the Median of exam, and Enhance the examination. WHAT WILL HAPPEN WHEN THE MINISTRY APPLY THESE STEPS? It's maybe 4% like the decade 90's ( Prime Minister Ung Hout).
